Section 106 Open House and Public Comment Period

In May 2025, the IBR Program published the Draft Programmatic Agreement and non-sensitive attachments for public review and comment. An online open house and public comment period provided community members the opportunity to review and comment on the stipulations included in the Draft Programmatic Agreement that address processes and procedures for complying with Section 106 of the National Historic Preservation Act (NHPA) and proposed mitigations to resolve known adverse effects to historic properties. The IBR Program heard from members of the public through the IBR website, email, physical mail and by phone. Feedback received will be used to update or refine the Final Programmatic Agreement and non-sensitive attachments. The next step is to review comments, incorporate changes where appropriate, and prepare responses which will be published with the Final SEIS in early 2026. 

Advisory Group Highlights

Joint Advisory Group

In Q2, the Community and Equity Advisory Group began holding joint meetings to explore shared Program topics, coordinate resources, and strengthen collaboration. At the April meeting, members received updates on outreach and workforce development efforts, an overview of the Section 106 process to address adverse effects to historic and cultural resources, and notice of a public comment period for the Draft Programmatic Agreement. The meeting also included findings from an independent health analysis, which recommended a 'health in all policies' approach and discussed topics such as air quality, vehicle miles traveled, and potential displacement. In June, members discussed the Program's transition into the delivery phase, reviewed community-driven recommendations from the Community Benefits Advisory Group, and previewed upcoming architectural elements workshops intended to help ensure the future design reflects community identity and values.

Community Benefits Advisory Group

The Community Benefits Advisory Group held its final meeting on May 22, 2025. Members heard updates on community outreach, ongoing engagement with partner organizations, and progress toward the Amended Record of Decision. Members discussed future design considerations, Coast Guard coordination, and the Program's approach to public comments on the Draft SEIS. The group celebrated their accomplishments, including alignment on 55 community-focused recommendations shaped through a collaborative and inclusive process. Members reflected on lessons learned, emphasized the importance of accountability, and their recommendations will be considered and vetted as the Program develops a forthcoming Community Benefits Plan.

Members of the public want to interact with the IBR Program and make their voice heard.

Contractors and consultants are interested in hearing updates from the IBR Program regarding future construction contracts and bid opportunities.

Many people are interested in the cost to deliver the proposed infrastructure investments and the impact inflation might have.

Contracting and expenditure data is updated two times a year. The data takes longer to receive and compile and may not be available until after the reported timeframe. The Program will continue to share accountability reports and develop additional reporting metrics.

The most recent updated finance reports provide information about the economic impact analysis, finance planning and risk assessment efforts completed for components included in the Modified Locally Preferred Alternative which were approved for further analysis in July 2022. Cost estimates and financial plans will continue to be updated as the Program is refined.
